Overview of ward mergers in Ho Chi Minh City
Effective July 1, 2025, Ho Chi Minh City will officially implement Resolution 1685/NQ-UBTVQH15 on the matter of administrative boundary arrangement. Accordingly, District 1—the largest administrative and commercial center of Ho Chi Minh City—is one of the districts undergoing ward reorganization. From 10 old wards, District 1 now has 4 new wards: Tan Dinh, Saigon, Ben Thanh, Cau Ong Lanh.
This change aims to streamline the administrative apparatus and optimize state management. However, for citizens and businesses, there is a lot of important information that needs to be understood in order to update documents and contracts and avoid legal errors.

Administrative map of the new Ward in District 1 after the merger

The new map clearly shows the boundaries of the four wards, which are more compact than before. The integration of neighboring areas helps optimize urban management, reduce administrative costs, and increase regional connectivity. Businesses or residents can look up specific boundaries on administrative websites or the Ho Chi Minh City map tool.
What should businesses do when District 1 changes its administrative boundaries?
Changing the name of a ward directly affects a series of legal procedures:
- Update the address above Business license, office lease agreement, tax invoices, insurance documents...
- Delivery units and business partners also need to be notified of the new address to avoid miscommunication.
- If the business does not update its new address correctly, it is very likely to encounter errors when working with government agencies or face legal risks.
