What do experts expect for the office rental market in 2025?

The office market in 2024 recorded strong momentum in the second half of the year, as a series of transactions were recorded on the market. Experts expect that the market in 2025 will maintain its growth pace in both supply and demand.

To gain a clearer picture of the office real estate market in 2025, Ms. Hoang Nguyet Minh, Senior Director of Commercial Leasing at Savills Hanoi, provided detailed analyses on this topic.

What is her assessment of the office market trend in 2025?

The market in 2024 recorded a strong rebound in the second half, as a series of companies began receiving approval for plans to relocate, expand their existing footprint, or open new offices. This will help make market demand in 2025 even more prominent. Savills expects the absorption rate of vacant office space in 2025 to be higher than in 2024.

In 2025, the market will see an influx of new supply, which will be one of the advantages giving tenants a wider range of choices. At the same time, this will increase competitive pressure on landlords regarding rental rates, building quality, and other leasing incentives in order to attract tenants and thereby increase the building's occupancy rate.

Abundant new supply could drive down the market-wide occupancy rate. However, it should be recognized that the market will see much more active movements in both supply and demand in the new year.

What are the new developments in tenants' office selection needs? How are they different from previous years?

In late 2024, Savills conducted a survey of nearly 500 businesses currently renting Grade A and Grade B offices to better understand office market demand for the 2025-2026 period. The survey results provide interesting insights into the continuous shift in tenants' office space requirements.

First, regarding the choice of office location, whereas demand previously focused mainly on the Hoan Kiem district (CBD), the top priority locations are now Ba Dinh, followed by Cau Giay. The proportion of tenants interested in the Hoan Kiem area dropped from 45% during 2021-2022 to only about 25% in 2024.

In addition, tenants have broadened their search options instead of focusing on just one area to find leased space as before. Almost all tenants are interested in at least two different areas when looking for a new location, which could be Hoan Kiem and Ba Dinh, Ba Dinh and Cau Giay, Ba Dinh and Dong Da, or Tay Ho.

This is understandable as the Hanoi market has achieved diversity and differentiation in the locations of administrative/office areas. Therefore, tenants have more choices, and their options are no longer limited to a single area. This means that tenants will have a greater ability to negotiate with landlords to achieve better lease terms than before.

Which tenant industry groups have a high demand for office leasing in 2025?

According to Savills' forecasts, in the coming period, information technology and manufacturing will remain the leading industries in terms of office leasing demand. This is because these sectors typically require very large spaces, with the average leased area for tenants in these industries reaching over 1,000 square meters of floor space.

When counting the number of office leasing transactions between 2025 and 2026, companies in the consulting sector—including financial consulting and legal consulting—as well as the group of industries related to distribution channels and education, are likely to lead thanks to the rapid growth of these industries in the near future.

Is the current Hanoi office real estate market a tenant's market or a landlord's market?

It can be seen that with the large volume of supply distributed evenly across districts as it is today, the market is clearly more favorable for tenants. Tenants have more choices and more demands.

Savills predicts that until the end of 2025, or even into 2026, the market will still heavily favor tenants. Therefore, investors need to revise their financial strategies to offer more attractive incentives to tenants.

What changes are necessary from the landlord's side to attract tenants in 2025?

While landlords previously only needed to construct a building and lease out empty spaces, they must now provide much more to their tenants.

As the market is highly competitive, most buildings are constructed in a systematic and meticulous manner, and Grade A buildings are all aiming for green certifications. It can be said that having a green certification has now become almost a matter of course and a requirement, especially in the context of current climate change, air pollution, and environmental pollution, along with the operational need for businesses to ensure requirements for achieving Net-Zero targets.

The second relates to building services. Currently, newer buildings tend to compete by offering more services to clients. Employee dining areas, fitness gyms, green spaces, or various services have been added by many landlords to retain tenants.

There are also investors who are very flexible in their business strategies and leasing policies, and even support tenants in fully outfitting their interiors. Many tenants can sign operation management contracts in cooperation with serviced office providers, coworking spaces, and shared offices, which will allow them to offer even more amenities to their tenants.

Therefore, for investors, to compete with the large office supply, they need to pay more attention to expecting reasonable prices and attractive leasing policies along with providing on-site services, bringing amenities to the employees of the tenant businesses.
